Under this procedure, the carrier or the owner of the cargo is required to provide a guarantee of payment of customs duties and fees.<\/p><p>\u00a0 \u00a0 \u00a0ASSURANCE SPECIFICATION &#8211; use of a certificate of guarantee evidencing payment of duties and fees through a surety mechanism.<\/p><p>\u00a0 \u00a0 \u00a0A surety bond service avoids freezing working capital, obtaining a bank guarantee or pledging property &#8211; a practical solution for the duration of transit.<\/p><p>\u00a0 \u00a0 \u00a0Today, the customs guarantee certificate can be issued electronically. It must be submitted at least 2 hours before arrival at the border.<\/li><li class=\"p2\"><b>Electronic Transit Declaration \/ ETD:<\/b><br \/>Submitted electronically to the customs information system. After registration, it is assigned a unique number: UINP or transit declaration number.<\/li><li class=\"p3\"><b>Guarantee Certificate:<\/b><br \/>An electronic document confirming that customs duties and taxes are secured through surety, deposit, or bank guarantee.<\/li><li>\u00a0<\/li><\/ul><h2 style=\"text-align: center;\"><span class=\"s1\">Customs Clearance Process in 2026<\/span><\/h2><p class=\"p2\" style=\"text-align: center;\">In Belarus, the Electronic Transit Declaration is one of the main instruments used for the movement of goods under customs control. Since 2023 and as of 2026, the State Customs Committee of the Republic of Belarus has been actively transferring transit operations into digital format through the Electronic Declaration Center.<\/p><ul><li class=\"p2\">The procedure has become more automated and includes the following stages:<\/li><li class=\"p2\"><b>Submission:<\/b><br \/>The declaration is submitted electronically and signed with the electronic digital signature of the declarant or customs representative.<\/li><li class=\"p2\"><b>Automatic distribution:<\/b><br \/>In the Electronic Declaration Center system, the declaration is automatically assigned to an available customs officer anywhere in the country, regardless of the location of the cargo.<\/li><li class=\"p2\"><b>Number assignment:<\/b><br \/>After the data is checked, the carrier receives a number that must be presented at the border crossing point. In most cases, a printed copy of the declaration is no longer required; a digital identifier is sufficient.<\/li><li class=\"p3\"><b>SPOT \u2014 Goods Arrival Confirmation System:<\/b><br \/>From April 2026, in test mode, and from July in mandatory mode, a QR code system is being introduced to confirm upcoming deliveries.
