Legally significant texts should also be checked through the official EAEU legal portal.<\/p><h2>\u00a0<\/h2><h2 style=\"text-align: center;\">T\u00fcrkiye: Changes in International Transport and Foreign Trade<\/h2><h5 style=\"text-align: center;\">Foreign Trade \/ Import<\/h5><p>(Basic rules of the import regime)<\/p><p class=\"p3\">The <span class=\"s2\"><b>\u0130thalat Rejimi Karar\u0131<\/b><\/span> \u2014 Import Regime Decision No. 3350 \u2014 was published in an updated version on <span class=\"s2\"><b>6 January 2026<\/b><\/span>.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">This document sets the general framework for import procedures and applicable charges. It is useful to check it when rates, exemptions, or licensing requirements change, and in disputed cases involving import permits or supporting documents.<\/p><h5 style=\"text-align: center;\">Customs Clarifications<\/h5><h5 style=\"text-align: center;\">Circulars<\/h5><p class=\"p3\">The Turkish Ministry of Trade maintains a <span class=\"s2\"><b>Genelge<\/b><\/span> section where customs circulars are published. These circulars may include changes or clarifications to annexes, lists, procedures, and implementation details.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">Circulars can change real border practice faster than large laws. Naturally, because apparently logistics needed one more way to surprise people.<\/p><h2 style=\"text-align: center;\">International Road Transport<\/h2><h5 style=\"text-align: center;\">Changes to the Karayolu Ta\u015f\u0131ma Y\u00f6netmeli\u011fi<\/h5><p class=\"p3\">T\u00fcrkiye\u2019s Ministry of Transport and Infrastructure has reported amendments to the <span class=\"s2\"><b>Karayolu Ta\u015f\u0131ma Y\u00f6netmeli\u011fi<\/b><\/span>, including changes published in the <span class=\"s2\"><b>Resm\u00ee Gazete<\/b><\/span>.<\/p><p class=\"p3\">An updated version or amendment package was also published on <span class=\"s2\"><b>1 October 2025<\/b><\/span>, and it is often used in the sector as a consolidated text.<\/p><p style=\"text-align: center;\">Practice<\/p><p class=\"p3\">Check the carrier\u2019s licenses, authorizations, operational requirements, and applicable sanctions. In international transport, a \u201csmall formality\u201d can easily turn into a fine, a delay, or a blocked shipment.<\/p><h2 style=\"text-align: center;\">T\u00fcrkiye\u2019s CBAM \/ SKDM Agenda<\/h2><h5 style=\"text-align: center;\">Carbon-related requirements as part of foreign trade<\/h5><p class=\"p3\">The Turkish Ministry of Trade publishes clarifications on <span class=\"s2\"><b>SKDM<\/b><\/span>, T\u00fcrkiye\u2019s Carbon Border Adjustment Mechanism agenda, including amendments and reporting-related timelines for 2026.<\/p><h3 style=\"text-align: center;\">Practice<\/h3><p class=\"p3\">Even if you are not the importer into the EU, your European counterparties may start requesting emissions data, origin data, and supporting documents from your supply chain.<\/p><h2>\u00a0<\/h2><h2 style=\"text-align: center;\">European Union: Import, Export, Sanctions, Certification, and Environmental Requirements<\/h2><h5>Sanctions and Restrictions<\/h5><p><b>Export, import, services, and transport<\/b><\/p><p class=\"p3\">The European Commission maintains an official section on <span class=\"s2\"><b>restrictive measures \/ sanctions<\/b><\/span> and regularly updates explanations and FAQ materials.<\/p><h3 style=\"text-align: center;\">Practice<\/h3><p class=\"p3\">Sanctions compliance is not a checkbox. It is a real risk area involving blocked payments, refusal of insurance or freight services, and customs problems. A tiny document mismatch can become a very expensive \u201clearning opportunity\u201d, as humans call disasters with invoices.<\/p><h2 style=\"text-align: center;\">CBAM and 2026<\/h2><p class=\"p3\">The EU\u2019s <span class=\"s2\"><b>Access2Markets<\/b><\/span> platform provides official guidance on CBAM and its application. The European Commission also publishes Q&amp;A and overview materials on the development and strengthening of CBAM.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">If your goods fall under CBAM sectors, such as steel, aluminium, cement, fertilisers, electricity, hydrogen, and related categories, the European importer will request data on embedded emissions and supporting documents from the supply chain.<\/p><h2 style=\"text-align: center;\">EUDR: Deforestation Regulation<\/h2><h5>Application dates postponed<\/h5><p class=\"p3\">The European Commission\u2019s official EUDR page confirms the application dates:<\/p><ul><li><p class=\"p1\"><b>Large and medium operators:<\/b><span class=\"s1\"> 30 December 2026<\/span><\/p><\/li><li><p class=\"p1\"><b>Micro and small operators:<\/b><span class=\"s1\"> 30 June 2027<\/span><\/p><\/li><li><p class=\"p1\"><b>Micro and small operators already covered by the EU Timber Regulation:<\/b><span class=\"s1\"> 30 December 2026<\/span><\/p><\/li><\/ul><p class=\"p3\">The Commission also notes that the EU amended the Deforestation Regulation in December 2024 and December 2025, introducing simplification measures to reduce administrative burden.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/p><h5 style=\"text-align: center;\"><b>Practice<\/b><\/h5><p class=\"p3\">For timber, coffee, cocoa, and other covered product groups, this means traceability and due diligence should be prepared in advance. A postponement is not a cancellation, despite the heroic optimism of people who read only headlines.<\/p><h2 style=\"text-align: center;\">Sustainability and Certification<\/h2><h5>Digital Product Passport under ESPR<\/h5><p class=\"p3\">The European Commission describes the <span class=\"s2\"><b>Ecodesign for Sustainable Products Regulation<\/b><\/span> and the <span class=\"s2\"><b>Digital Product Passport<\/b><\/span> as tools for providing data on products, components, and materials.<\/p><h3 style=\"text-align: center;\">Practice<\/h3><p class=\"p3\">This will gradually move from \u201cenvironmental reporting\u201d into the category of mandatory data for sales and imports. The more complex the product, the more painful it will be to catch up at the last minute.<\/p><h2 style=\"text-align: center;\">Customs and E-commerce<\/h2><h5>The rules for small parcels are changing<\/h5><p class=\"p3\">The European Commission announced the introduction of a temporary <span class=\"s2\"><b>\u20ac3 customs duty per item<\/b><\/span> on low-value e-commerce parcels sent directly to consumers from third countries. The Council of the EU also confirmed that, from <span class=\"s2\"><b>1 July 2026<\/b><\/span>, goods entering the EU in small consignments valued below <span class=\"s2\"><b>\u20ac150<\/b><\/span> will be subject to a fixed <span class=\"s2\"><b>\u20ac3 customs duty<\/b><\/span> under the relevant conditions.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">Importing into the EU through small parcels will become less \u201ccheap and fast\u201d, and customs control will become more systematic.<\/p><h1>\u00a0<\/h1><h2 style=\"text-align: center;\">International Conventions and Standards: What Matters in Practice<\/h2><h2 style=\"text-align: center;\">CMR \/ eCMR<\/h2><h5>Road transport<\/h5><p class=\"p3\">UNECE provides the framework for the <span class=\"s2\"><b>Additional Protocol to the CMR Convention concerning the electronic consignment note<\/b><\/span>, commonly known as <span class=\"s2\"><b>eCMR<\/b><\/span>. The UN Treaty Collection should be used to check the status of participation by country.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">eCMR reduces paperwork and speeds up document flows, but it works properly only when all participants in the chain are ready: carrier, sender, consignee, platforms, and the legal framework in the countries along the route.<\/p><h2 style=\"text-align: center;\">TIR \/ eTIR<\/h2><h5 style=\"text-align: center;\">Customs transit<\/h5><p class=\"p3\">UNECE provides an overview of the <span class=\"s2\"><b>TIR<\/b><\/span> system as a global customs transit mechanism and of <span class=\"s2\"><b>eTIR<\/b><\/span> as its digital development.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">TIR can save time at borders, but it requires discipline with documents, seals, and routes. eTIR moves this into digital form, meaning the human factor can now break the process earlier, at the data-entry stage. Progress, apparently.<\/p><h2 style=\"text-align: center;\">IMO \/ IMDG<\/h2><h5 style=\"text-align: center;\">Dangerous goods by sea<\/h5><p class=\"p3\">The IMO\u2019s <span class=\"s2\"><b>IMDG Code<\/b><\/span> regulates the maritime transport of dangerous goods, including packaging, stowage, segregation of incompatible substances, and related safety requirements. The IMDG Code 2024 Edition, Amendment 42-24, enters into force on <span class=\"s2\"><b>1 January 2026<\/b><\/span>, with voluntary application possible from <span class=\"s2\"><b>1 January 2025<\/b><\/span> during the transition period.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">Errors in dangerous goods documents can lead to loading refusals, delays, and penalties. Check classification, marking, declarations, and carrier-specific requirements under the 2026 edition.<\/p><h2 style=\"text-align: center;\">Incoterms\u00ae 2020<\/h2><h5>Contracts, risks, and costs<\/h5><p class=\"p3\">The ICC\u2019s <span class=\"s2\"><b>Incoterms\u00ae 2020<\/b><\/span> rules define how tasks, risks, and costs are allocated between the seller and buyer in international trade transactions.<\/p><h5 style=\"text-align: center;\">Practice<\/h5><p class=\"p3\">The most common mistake: parties write \u201cFOB\u201d or \u201cEXW\u201d out of habit, fail to specify <span class=\"s2\"><b>Incoterms\u00ae 2020<\/b><\/span>, do not clearly name the place of delivery, and then end up arguing over terminal charges, export clearance, insurance, and the exact point at which
