Electronic Preliminary Information / EPI is mandatory when goods are imported into the territory of the Eurasian Economic Union countries, both by road and by rail. The Republic of Belarus is a member of the EAEU and therefore supports the electronic preliminary information system.

      The carrier, freight forwarder, or another authorized person sends advance notification to the customs authority with detailed information about the shipment and the goods entering the EAEU territory. Customs confirms the application by assigning it an individual Electronic Preliminary Information number. This system simplifies and speeds up the customs control procedure.

Additional Required Information

  • Number of cargo packages / places.
  • Make and registration number, VIN, and vehicle registration document number of the truck and trailer / semi-trailer.

  • Exact commercial description of the goods.
  • Gross weight and value for each commodity code.
  • If the HS / TN VED code requires an additional unit of measurement, the quantity of goods must be stated in pieces, pairs, square meters, etc.

HS / TN VED codes

The first 6 digits are sufficient for most goods.

The most accurate classification is required, often up to 10 digits.

Guarantee / Surety

Belarus has a well-developed system of guarantee certificates, including through Beltamozhservice and similar providers. This is a mandatory stage if the shipment is not moving under TIR.

In Russia, bank guarantees or depositing funds into a Federal Customs Service account are more commonly used.

Specific identification numbers

In Belarus, the UNP, taxpayer registration number, of the sender / consignee is mandatory.

In Russia, INN / KPP and OGRN are required for Russian parties to the transaction.

Veterinary / Phytosanitary control

Certificates must be pre-registered in the Argus-Fito or Mercury systems already at the EPI submission stage for transit.

Similar requirements apply, while Russian and Belarusian systems are currently being actively integrated.
