Registration and provision of security for payment of customs duties and fees when transporting goods across the territory of the Republic of Belarus

     In the territory of the Republic of Belarus, a member of the Eurasian Economic Union (EAEU), the customs transit procedure is applied to the transportation of foreign cargo. Under this procedure, the carrier or the owner of the cargo is required to provide a guarantee of payment of customs duties and fees.

     ASSURANCE SPECIFICATION – use of a certificate of guarantee evidencing payment of duties and fees through a surety mechanism.

     A surety bond service avoids freezing working capital, obtaining a bank guarantee or pledging property – a practical solution for the duration of transit.

     Today, the customs guarantee certificate can be issued electronically. The driver receives the printed certificate at one of the issuing points in the EU.

  • Transit opening point: any customs office in the Republic of Belarus
  • Transit closure point: any customs office in the EAEU countries (Russia, Belarus, Kazakhstan, Kyrgyzstan)

Main Types of Electronic Documents Used for Transit Through Belarus

     When transiting through Belarus or within its territory, the following electronic forms are used:

  • Electronic Preliminary Information / EPI:
    Mandatory for all carriers entering the EAEU. It must be submitted at least 2 hours before arrival at the border.
  • Electronic Transit Declaration / ETD:
    Submitted electronically to the customs information system. After registration, it is assigned a unique number: UINP or transit declaration number.
  • Guarantee Certificate:
    An electronic document confirming that customs duties and taxes are secured through surety, deposit, or bank guarantee.

Customs Clearance Process in 2026

In Belarus, the Electronic Transit Declaration is one of the main instruments used for the movement of goods under customs control. Since 2023 and as of 2026, the State Customs Committee of the Republic of Belarus has been actively transferring transit operations into digital format through the Electronic Declaration Center.

  • The procedure has become more automated and includes the following stages:
  • Submission:
    The declaration is submitted electronically and signed with the electronic digital signature of the declarant or customs representative.
  • Automatic distribution:
    In the Electronic Declaration Center system, the declaration is automatically assigned to an available customs officer anywhere in the country, regardless of the location of the cargo.
  • Number assignment:
    After the data is checked, the carrier receives a number that must be presented at the border crossing point. In most cases, a printed copy of the declaration is no longer required; a digital identifier is sufficient.
  • SPOT — Goods Arrival Confirmation System:
    From April 2026, in test mode, and from July in mandatory mode, a QR code system is being introduced to confirm upcoming deliveries. This system is also integrated into the transit process.
